What gives security officers authority on private property?

California West Patrol officers derive their authority not from the state, as public police officers do, but from a contractual arrangement that give them 'Agent of the Owner' powers. As the “Agent of the Owner”, officers are vested with the authority of the owner to enforce association / property rules and regulations as if they were the owner of the property.   


Does this authority extend to issuing citations and towing vehicles?

The California Vehicle Code Section 22658 provides the legal authority for private property owners and common interest associations to cite and remove vehicles for parking violations. 


What if an officer makes a mistake and cites or tows a vehicle improperly?

California West Patrol officers are well trained in the post orders for the properties they serve. We recognize that our officers are human and occasionally make mistakes! When such a situation arises we will review the facts of the incident to determine whether or not a mistake was made on our part. If it is determined that we towed a vehicle improperly, we will make arrangements for the release of the vehicle.


Do you offer a parking program?

California West Patrol Officer’s enforce existing parking programs established and managed by the property manager or Board of Directors.  We will also work directly with the property manager/board of directors to develop and manage the parking program for you.  Contact us for details.
